25 years of OECD baskets

The Teligen division of Strategy Analytics has for 20 years been maintaining the methodologies, data and benchmarking systems for the OECD (Organisation of Economic cooperation and Development) telecoms price benchmarking baskets. The baskets, originally defined in 1990 by the OECD, are some of the key tools for evaluating price levels for basic telecoms services in markets around the world.

Since the first basket systems were published by Teligen in August 1995 there has been a continuous series of quarterly updates to the voice benchmarking data, and over the last 5-8 years also for the broadband benchmarking data. Strategy Analytics is providing benchmarking tools for fixed and mobile voice, and fixed and mobile broadband services in 34 countries. Close cooperation with the OECD has been vital in keeping the methodologies and systems up to date and relevant to market developments.

As an example of the developments seen over the last 20 years, the 1995 mobile voice basket covered only one tariff per country, while today the latest mobile voice benchmarking system covers over 3000 tariffs across the 34 countries. This reflects the development of mobile service offerings over the last 20 years, with wide ranges of tariffs to accommodate the diverse usage requirements of the mobile users of today. Similarly, there has been a tremendous growth in broadband offerings over the last ten years, providing more choice to the consumers.
