Report Summary:

As of Q4 2017, the number of plans in the Teligen Emerging Markets – Latin America Mobile Voice Price Benchmarking service totalled almost 1,400. The number of prepaid packages is 30% of all plans, while almost 80% of all packages are residential offerings. Around two thirds of all plans include some free data allowance.

The chart below shows the cheapest tariff in each country, based on the OECD 30 calls basket.

Digicel in Jamaica has the lowest cost for the OECD 30 calls basket,at USD PPP 4.82, with a  tariff called ‘The Quickie’. The next most competitive tariff in the 30 call basket for Latin America is from Vivo in Brazil, with its Vivo Turbo 30 minutes offering, at USD PPP 8.53.

At the other end of the price range, Teligen finds Tigo in Honduras has the most expensive plan at USD PPP 45.11, over 9 times the cost of Digicel Jamaica.

When we introduce data into the picture, and look at the costs for a low to mid-range user – OECD 100 calls + 500 MB, the average cost per month climbs to USD PPP 31. The chart below shows the results for this basket.

Movistar in Mexico is the cheapest, with its Plan Prepago Redes Sociales tariff, followed by TIM in Brazil with its Pre 150 MB tariff. The two most expensive countries for at this usage are Nicaragua (Movistar) and Haiti (Digicel) and a user in Nicaragua (the most expensive country) will pay 5 times the cost paid by a user in Mexico (the cheapest country).

Note: Due to spiralling inflation, the results for Venezuela have been excluded, as they distort the averages, and are not meaningful within the comparison.
