Report Summary:

OECD Mobile Broadband Price Benchmarking Q1 2020 update: 10 GB per month: Pelephone in Israel has the cheapest tariffs across the OECD, while AT&T Mexico cost almost 17 times more.

The Q1 2020 update of the OECD Mobile Broadband Price Benchmarking service is now available for download, and includes over 1,700 mobile broadband tariff plans from 119 providers across 38 countries, including, for this update, Brazil, featuring data from Vivo, TIM and Claro in the system.

For a mid-range to high range user requiring 10 GB of mobile data per month, Pelephone in Israel is the cheapest at just under USD PPP 4.78. Followed by Orange in Poland at USD PP 5.47, third cheapest but with a small gap distance at USD PPP 7 is Swiss operator Sunrise. Turkish provider Avea, Optus in Australia and Telia in Lithuania ranked fourth, fifth and sixth respectively, all with offers under USD PPP 10.

AT&T Mexico is the most expensive for this basket at USD PPP 80.28, almost 17 times the cost of the Israeli offer. Claro in Colombia is the second most expensive at USD PPP 72.20. It is worth noting that both operators are the only ones offering the service in their respective countries. Slightly cheaper is Telus of Canada at USD PPP 66.52. All three of these offers are over USD PPP 60, with the next cheapest showing a difference of almost USD 20 against these, at USD PPP 33.92 from O2 Slovak Republic.

We have found a number of providers moving away from pure mobile broadband tariffs, and instead offering mobile data within a mobile voice tariff.  Both Movistar and Tigo in Colombia, Cellcom in Israel, Movistar and Telcel in Mexico and Vodafone in Spain no longer offer mobile broadband-only pricing. We anticipate seeing more providers following this trend in the future.

Since the March 2018 update, the OECD Mobile Broadband Price Benchmarking Service has included the new OECD 2017 baskets, and these are shown in the table below. There is now no distinction between device types, so all baskets can be used with any device. In addition, the usage tiers have been expanded to include a 20GB and a 50GB basket. Further, two short-term usage baskets have been included.



The 2010 baskets are still available within the system.
