The latest OECD Fixed Broadband Price Benchmarking service is now available for download. The current update includes 2472 single and bundled broadband plans from the 37 OECD countries. Residential and business plans are collected where available. The system covers 117 providers within the OECD countries.
In this update, following a review of market shares, the following changes have been made to providers covered:
Denmark: Telenor has been replaced by Fibia
Poland: UPC has been replaced by P4 (Play)
Sweden: Tele2 (ComHem) has now been renamed Tele2, following the announcement in April 2021 that Tele2 is absorbing the ComHem brand in Sweden.
We have chosen a selective analysis to view, based on the OECD Medium 0.25 Mbps, 15 GB basket, for the periods Q2 2021 and for a year previous, Q2 2020, and considering the five cheapest and five most expensive countries across the OECD member states.
As we have often seen for this basket (where anything above 0.25 Mbps is considered), it is the central and Eastern European countries that typically feature heavily among the cheapest, while USA, Canada and Iceland are among the most expensive.
Even though the speed requirement for this basket is low, for the 2021 results, the offers from Init of Lithuania (Internet Midi), Dansk Kabel TV Denmark (Bredband 100/100) and DIGI Hungary (Diginet 100) are all 100 Mbps., while for 2020, offers from Init Lithuania and Dansk Kabel TV Denmark are 100 Mbps.
In terms of the five cheapest, the only change is Austria being replaced by Hungary. The country ranking has shifted around a little, too, with Lithuania being replaced by Slovak Republic as the overall cheapest.
For the five most expensive, the three constants across the two quarters are Canada, USA and Iceland, again with some movement in overall rankings.
The average cost has increased for this basket has increased by just under 5%, but the average speed across the 37 countries (based on the cheapest offer for this basket) has increased from just over 46 Mbps, to just under 62 Mbps – a 35% increase - indicating how higher speeds are replacing lower ones.
It is important to note that for baskets where the speed requirement is higher, we would expect to see at least some different players in the top and bottom five, although some results we see for this low-speed basket would not change over several baskets. For example, Lithuania, Dansk Kabel TV Denmark, and DIGI Hungary will present the same results for the OECD M1, M2, M3 and M4 baskets (0.2 Mbps, 10 Mbps, 25 Mbps and 100 Mbps minimum speed), as even for the lowest speed basket, at 0.25 Mbps minimum speed requirement, the 100 Mbps services are the cheapest for these providers.
