As of H1 2018, the number of plans in the Teligen Emerging Markets – Latin America Mobile Voice Price Benchmarking service totalled just over 1,400. The number of prepaid packages is 32% of all plans, while just over 80% of all packages are residential offerings. Around three quarters of all plans include some free data allowance.
The chart below shows the cheapest tariff in each country, based on the OECD 100 calls, 2GB basket.

Movistar in Mexico has the lowest monthly cost for the OECD 100 calls + 2GB basket, at USD PPP 18.35, with the Plan Vas a Volar 0.5 can Pago Anticipado tariff. The Clear MAX 29 plan from Claro in Peru is only slightly more expensive, at USD PPP 18.52.
At the other end of the price range, Nicaragua is the most expensive country, with the Planes Ilimitado 2GB tariff from Movistar Nicaragua being the cheapest offer there, at just over USD PPP 81 per month, 4.4 times the cost of the Movistar Mexico offer.
Note: Due to spiralling inflation, the results for Venezuela have been excluded, as they distort the averages, and are not meaningful within the comparison.
