OECD Mobile Voice and Data Price Benchmarking Q4 2021 update:
The Q4 2021 update of the OECD Mobile and Data Voice Price Benchmarking service is now available for download. For a residential user with a moderate call and data requirements (making 100 calls a month totalling just over 188 minutes, and with a 2 GB mobile data requirement and 140 text messages), the Dev 80GB tariff from Turkcell in Turkey is the cheapest overall, at USD PPP 8.81 per month. Next cheapest are the Smart LU SIM only 5G 5GB tariff from Tango in Luxembourg at USD PPP 9.55/month, the My Prepaid Epic Value tariff with 5GB data from Optus in Australia at USD PPP 9.59/month, and the Cellcom Perfect Package 5G tariff from Israeli operator Cellcom, at USD PPP 10.02/month. The tariffs from both Tango and Optus both have 5GB - higher than the 2GB basket requirement but not excessively so. By contrast, the Cellcom tariff offers a staggering 200 GB per month and the Turkcell tariff an impressive 80 GB per month. Notably, these tariffs featured as the cheapest last quarter, too, in our review of the 300 calls plus 5GB basket.
At the other end, most expensive for this basket is the Keitai Simple Plan tariff from KDDI au of Japan, at USD 46.12, while T-Mobile in Hungary comes in as second most expensive, at USD PPP 45.74/month for the Domino Fix Domino Most Opcion plan. In our review of the 300 calls plus 5GB basket, both these providers featured as most expensive, albeit with different tariffs.
The average cost for this basket across all OECD countries is USD PPP 22.05/month.
5G tariffs are increasingly featuring in the results, with some 5G plans featuring as the overall cheapest for this basket.

The Q4 2021 update for Mobile Voice and Data service incorporates the OECD 2017 baskets, which are shown in the table below.
