OECD Mobile Voice and Data Price Benchmarking Q3 2022 update:

The Q3 2022 update of the OECD Mobile and Data Voice Price Benchmarking service is now available for download. The service has been extended to include Costa Rica, which is now part of the OECD, and the total number of countries covered is 38.

For a residential user with a moderate to high call and data requirements (making 300 calls a month totalling 577 minutes, and with a 5 GB mobile data requirement and 40 text messages), the Combo Mes Todo En Uno Ultra $15000 (6GB) from Movistar Colombia is the cheapest option. It comes with 6 GB data, which is slightly more expensive, but still under USD PPP 9.50 per month. At the other end, most expensive for this basket is the 4G All-You-Can-Use Max plan from KDDI au Japan, costing just under USD PPP 56.50, followed by Rogers of Canada with its Pay-As-You-Go Talk & Text plan with 8 GB data, for just under USD 49.

The average cost for this basket across all OECD countries is just over USD PPP 24/month.

Notably for this low/mid-usage basket, 50% of the results are based on prepaid plans.

The Q3 2022 update for Mobile Voice and Data service incorporates the OECD 2017 baskets, which are shown in the table below.
