OECD Mobile Voice and Data Price Benchmarking Q3 2019 update:

Note: The service has now changed its name from OECD Mobile Voice Price Benchmarking to OECD Mobile Voice and Data Price Benchmarking.

The Q3 2019 update of the OECD Mobile and Data Voice Price Benchmarking service is now available for download. For low residential user (making 100 calls a month totaling just over 188 minutes, and with a 500 MB mobile data requirement and 140 text messages), the Enex A 6000 postpaid tariff from KT in Korea is the overall cheapest offer at USD PPP 7.67 per month, while Vodafone Germany and Elisa Estonia are second and third cheapest respectively, at USD PPP 8.08 per month and USD PPP 8.26 per month. Overall most expensive is Telenor in Hungary at USD PPP 48.54, while Rogers Canada is second most expensive at USD PPP 45.26. The OECD average cost for this basket is USD PPP 20.08


A new switch has been included in the system, to allow users to include or exclude additional non-OECD providers. Within the standard version this refers to Colombia, which is not an OECD country, but which features in the system.

The August 2019 update for Mobile Voice and Data service incorporates the new OECD 2017 baskets. The 2017 baskets are shown in the table below, reflecting a much broader range of usage profiles than the 2010 baskets, and introducing unlimited voice and SMS into selected baskets, as well as much higher data requirements.


The 2010 baskets are still available within the system, however, along with the custom facility. In addition to the inclusion of the new baskets, it is now possible to view the results in a wider range of currencies.

Additional operators in selected countries (France, Germany, Italy, Spain, UK, USA) are available on request as part of the OECD Mobile Voice and Data Price Benchmarking Premium Service.
