OECD Fixed Voice and Leased Line Price Benchmarking Q4 2019 update: KT, Korea has the cheapest offering for high residential users, while Austria’s A1 Telekom is the most expensive.

The Q4 2019 OECD Fixed Voice and Leased Line Benchmarking Service update is now available for download. For a high residential user (making 420 calls per month, which equates to 1930 minutes per month), the Lo Infinite 3000 tariff from KT in Korea is the cheapest offering across the OECD countries, at USD PPP 10.07 including VAT. The next cheapest country is Iceland with the Endalaus offer from Siminn, at USD PPP 17.20. A1 Telekom of Austria is the most expensive – at USD PPP 264.03 per month including VAT. Telia in Lithuania also comes out less favourably at this high usage level, with a cost of USD PPP 181.67 including VAT.

For most countries, the bulk of the cost comes from the upfront rental charge. With this high usage basket, however, where variable costs feature as part of the tariff, they can have a significant impact. In 19 of the 37 countries, the plans are fully fixed, with no additional call charges payable.

The chart below shows the cheapest tariff in each country, based on the OECD 2017 420 calls residential basket for this update.

Brazil, although not an OECD member country, has been included for this update, with tariffs for Vivo Brazil featuring.

The November 2019 update for Fixed Voice services incorporates the new OECD 2017 baskets. The main difference between these and the 2010 baskets is the removal of international calls in the 2017 baskets. The 2010 baskets have still been included in the system, however, although for this and future updates, international pricing will no longer be updated.

In addition to the inclusion of the new baskets, it is now possible to view the results in a wider range of currencies.

Please note: For the OECD Leased Line Price Benchmarking Service, there have been no changes to the 2010 basket methodology.
