Report Summary:

OECD Fixed Voice and Leased Line Price Benchmarking Q2 2021 update: Telmex in Mexico has the cheapest offering for low residential users of fixed voice, while KPN in the Netherlands is the most expensive.

The Q2 2021 OECD Fixed Voice and Leased Line Benchmarking Service update is now available for download. For a low residential user (making 20 fixed voice calls per month, which equates to 62 minutes per month), the Prepaid Multifon 50 service from Telmex in Mexico is the cheapest at USD PPP 6.49 per month including VAT. Second cheapest is Home Phone 3000 from KT in Korea, at USD PPP 8.12 including VAT. KPN Netherlands is the most expensive, with its Bij Hussel Thuis service with BelOnberperkt NL calls add-on (note, there is no standalone voice service pricing available from KPN). The cost for KPN for this basket is USD PPP 65.63 including VAT. Second most expensive is Bell Canada’s Home Phone Lite service, at USD PPP 53.04 including VAT. KPN is over ten times the cost of the Telmex prepaid plan, while Bell Canada is over eight times the cost.

For most countries, the bulk of the cost continues to come from the upfront rental charge, and this can be seen on the graph below, with the blue bar representing fixed costs. Where variable call costs are levied, these can amount to a varying degree of the overall cost, depending on the countries.

The Q2 2021 update for Fixed Voice services incorporates the OECD 2017 baskets, the latest baskets available for fixed voice. It is possible to view the results in a wider range of currencies.
