After a 4-year trial, China’s telecom regulator will issue commercial MVNO licenses soon. Foreign companies and Chinese state owned companies will be allowed to run MVNO businesses in China for the first time. With mobile penetration over 100% and intensified levels of competition between MNOs, the consumer market is a challenging one for MVNOs, so some have changed their business focus. New entrants also need to seek right market segments. International roaming, IoT, and enterprise services represent the best MVNO growth opportunities.
