OECD Mobile Voice and Data Price Benchmarking Q2 2022 update:
The Q2 2022 update of the OECD Mobile and Data Voice Price Benchmarking service is now available for download. For a residential user with a moderate call and data requirements (making 100 calls a month totalling just over 188 minutes, and with a 2 GB mobile data requirement and 20 text messages), the Basic+ Data prepaid plan from POST Luxembourg is the cheapest option. It comes with 2 GB data and costs just over USD PPP 8. Second cheapest is the Optus Flex Annual plan, with 5GB data, which costs just under USD PPP 9 per month. At the other end, most expensive for this basket is the Keitai K-type run plan from KDDI au Japan, costing just over USD PPP 41, followed by Rogers of Canada with its Pay As You Go Talk & Text plan with 2.5 GB data, for just under USD 35.
The average cost for this basket across all OECD countries is USD PPP 19.60/month.
Notably for this low/mid-usage basket, over 60% of the results are based on prepaid plans.

For clients of the Premium version of the service (which includes additional providers in selected markets – see below), the system includes two new flags, which allow users to view results for 3G/4G separately, and 5G separately.
The Q2 2022 update for Mobile Voice and Data service incorporates the OECD 2017 baskets, which are shown in the table below.
