Report Summary:

OECD Fixed Voice and Leased Line Price Benchmarking Q2 2020 update: Siminn in Iceland has the cheapest offering for medium residential users of fixed voice, while A1 in Austria is the most expensive.

The Q2 2020 OECD Fixed Voice and Leased Line Benchmarking Service update is now available for download. For a medium residential user (making 140 fixed voice calls per month, which equates to 498 minutes per month), the Heimasími Endalaus VoIP tariff from Siminn in Iceland is the cheapest offering across the OECD countries, at USD PPP 11.58. KT, Korea is second cheapest, at USD PPP 14.99 with its Home Infinity 3000 service. A1 of Austria is the most expensive with its A1 Internet XS service at USD PPP 96.92. The cost of the A1 service is notably high due to the fact that standalone voice services are not offered; rather, voice services are bundled with fixed broadband, resulting in a higher overall cost.

For most countries, the bulk of the cost comes from the upfront rental charge, and this can be seen on the graph below, with the blue bar representing fixed costs. Where variable call costs are levied, these can amount to a varying degree of the overall cost, depending on the countries. The most expensive countries are largely as a result of variable costs, coupled with fixed costs. In total, the 21 of the 37 countries benefit from fixed pricing, and no usage based costs for the cheapest offering for this basket.

The chart below shows the cheapest tariff in each country, based on the OECD 2017 140 calls residential basket for this update.
