OECD Mobile Broadband Price Benchmarking Q2 2022

The Q2 2022 update of the OECD Mobile Broadband Price Benchmarking service is now available for download and includes almost 1,300 mobile broadband tariff plans from more than 100 providers across 37 OECD countries.

The graph below shows the ranking for a consumer requiring 2GB of mobile data a month.

  

Poland (T-Mobile), Switzerland (Sunrise) and Israel (Pelephone) are the top 3 (cheapest) countries for this relatively low use OECD basket. It is worth noting, however, that as the OECD baskets do not take speed of service into consideration, the tariff for Switzerland is from Sunrise and shows an unlimited data plan at a very low download speed of 0.5 Mbps. The next cheapest tariff for Sunrise runs at 100 Mbps, but for almost 4 times the monthly cost, while the next cheapest provider for Switzerland is Salt, with a 5GB tariff for just under USD PPP 5.3/month – still relatively cheap for this basket.  For reference, the Polish tariff includes 2GB – the full basket requirement, while the tariff for Israel includes 10GB – 5 times the basket requirement.

At the other end of the ranking, in the bottom 3 are Bell Mobility of Canada, Meo, Portugal and Movistar Colombia. as the most expensive countries for the same basket and are between 8.5 and 10.8 times more expensive than the cheapest country, Poland. The average cost for this basket is just under USD PPP 14.

We have observed a few providers moving away from pure mobile broadband tariffs, and instead offering mobile data within a mobile voice tariff.  Both Movistar and Tigo in Colombia, Cellcom in Israel, Movistar, and Telcel in Mexico and finally Movistar and Vodafone in Spain no longer offer mobile broadband-only pricing. We anticipate seeing more providers following this trend in the future.

The OECD Mobile Broadband Price Benchmarking Service uses the OECD 2017 baskets, and these are shown in the table above. There is no distinction between device types, so all baskets can be used with any device.
