Much research has been conducted examining the effects of mobile phone use on driving. This report summarizes this research and trends in legislation to determine the appropriate course of action regarding restricting the use of mobile devices. Research overwhelmingly shows the dangers of visual distraction associated with eyes-off-road time. However, cognitive distraction from conversations manifests in simulator research but not in naturalistic studies measuring actual crash-risk. Bans on texting are appropriate for manual interaction, but allowances should be made for voice interaction which reduces distraction if accurate and well-designed.
